Minutes of Meeting
February 13th, 2012
The Stafford County Board of County Commissioners met in regular session on Monday, February 13th, 2012 in the Commissioner’s Room of the Courthouse.
Present: Roger Fanshier, JD Hager and Clayton Grimmett.
Chairman Fanshier called the meeting to order at 8:30 a.m. Minutes of the February 6th, 2012 regular meeting were approved.
Doris Tompkins, RN, met the board to discuss state grants. The face application for the grant, which needs to be approved and signed by the board was presented for approval. The amount requested for the grant funding was $ 53,887.50 Clayton Grimmett moved and JD Hager seconded to allow the chairman to sign the grant application. Motion carried 3-0. In order to submit forms and information to the state, Doris will need to be purchase a scanner for the health department in the near future. There will be a blood mobile on Friday, the Health Department will be shut down in order for staff to work the bloodmobile.
Phillip Nusser, Road Supervisor, presented a Road Right Of Way from Ninnescah Electric to replace three poles on the north side of Old Highway 50 near the motel. JD Hager moved and Clayton Grimmett seconded to approve the right of way agreement for Ninnescah Electric. Motion carried 3-0.
Bids were presented to update a pickup for the highway department. The bids considered for a ½ ton F 150 Extended Cab 4x4 pickup were: Marmie Ford - $ 20,785.00; Marmie Dodge - $ 21,300.00; Doonans –
$ 23,207.01. This vehicle will replace a 2001 Dodge 4 x 4 with 120,000 miles. Clayton Grimmett moved and JD Hager seconded to purchase the ½ ton F150 pickup for $ 20,785.00. Motion carried 3-0.
Nita Keenan, County Clerk, presented an annual step increase for Michelle Smith, moving from Range 5, Step 7 to Range 5 Step 8, effective March 1, 2012. JD Hager moved and Clayton Grimmett seconded to move Michelle Smith from Range 5 Step 7 to Range 5 Step 8, effective March 1, 2012. Motion carried 3-0.
Tax roll corrections – Clayton Grimmett moved and JD Hager seconded to approve the tax roll corrections. Motion carried 3-0.
KS Legislative Policy Group – Commissioner Grimmett visited with a Rice County commissioner, who indicated that the KLPG was a good group to work with, they do a lot for Western Kansas. Grimmett also contacted a Barber County commissioner who was also satisfied with the group. This policy group has more of an interest in small western Kansas counties. Well worth the money to be a part of the group. It was the consensus of the board to meet with the representatives from the KS Legislative Policy Group to find out more information about the group.
The commissioners requested that an email be sent to Senator Teichman expressing concern about Stafford County being moved out of the 1st Congressional District.
Throughout the morning, mid-month accounts payable checks were signed from the following funds:

The board will not be meeting next Monday, February 20th, due to the President’s Day Holiday. The board will meet on Tuesday, February 21st beginning at 8:30 a.m.
